Honolulu Rail: "Lousy Practices of Public Manipulation"

At least, that's how officials in the Federal Transit Authority described the way the city and county of Honolulu pushed its rail project. This, and many other interesting quotes from FTA emails have just been released by former Gov. Ben Cayetano and his fellow plaintiffs, discovered in their suit against the city and the FTA. We covered that suit last July.
